Contract Summary

The GSA OASIS+ Governmentwide Acquisition Contract (GWAC) is a Multiple Award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) vehicle that enables federal agencies to procure a comprehensive range of non-IT professional services across multiple domains and small-business socioeconomic categories. OASIS+ is designed for complex, integrated requirements and supports task orders spanning Management and Advisory Services (Domain 1), Technical and Engineering services (Domain 2), and other domains, with ancillary services permitted when integral to the primary requirement.

The Management & Advisory Services Domain includes a full range of management and consulting services that can improve a federal agency’s performance, meet mission goals, and provide operating advice and assistance on administrative and management issues.

The Technical & Engineering Services Domain includes requirements to provide specific engineering, geoscience, or other technical professional skills, such as those performed by engineers, geologists, geophysicists, and technicians, required to handle specific operating conditions and problems for the benefit of the government. Work under this Domain typically involves the application of physical laws and principles of engineering in the design, development, and utilization of machines, materials, instruments, processes, and systems; and providing expert advice and assistance on technical functions and issues.

Key Benefits of Using GSA OASIS+ Domains 1 & 2:

  • Best-in-Class (BIC) vehicle for complex, non-IT services: OASIS+ is designed specifically for integrated, mission-critical professional services, helping agencies satisfy Spend Under Management (SUM) goals while reducing acquisition risk.
  • Broad, domain-based scope aligned to real mission needs: Unlike legacy vehicles, OASIS+ uses functional service domains (e.g., Management & Advisory, Technical & Engineering, etc.), enabling agencies to align requirements to qualified vendors by mission area, not just NAICS codes.
  • Flexible Contracting Options: FFP, T&M, Cost Type, and Hybrid Task Orders can support everything from advisory support to highly complex, high-risk programs.
  • Faster acquisitions through streamlined ordering: Task orders are competed under FAR 16.505, significantly reducing procurement lead time compared to standalone FAR Part 15 procurements, while still ensuring fair opportunity and robust competition.
  • Strong small-business and socioeconomic flexibility: Task orders can be competed Unrestricted, Small Business Set-Aside, SDVOSB set-aside, or via other socio-economic categories, enabling agencies to meet or exceed small-business goals without sacrificing capability or scale.
  • Access to a highly qualified industrial base: Contractors are vetted at the master-contract level for experience, systems, and pricing reasonableness, giving agencies confidence they are competing requirements among proven, capable performers.
  • No ceiling and long ordering horizon: With no contract ceiling, a 10-year ordering period, and task-order periods that may extend beyond the base contract, OASIS+ supports long-term programs and evolving mission requirements.
  • Built-in scope validation and reduced protest risk: GSA offers free, pre-solicitation scope reviews, helping agencies confirm scope alignment and reducing protests or improper vehicle use.
  • Supports CONUS and OCONUS performance with ancillary services: OASIS+ allows performance worldwide and permits ancillary services and ODCs when integral to the mission—ideal for agencies with global footprints.
